Description of the Business Line or Department 


The Treasurer will be responsible for the management, oversight and control of SGIL Liquidity. This would include involvement in the strategic liquidity management and planning of the firm and UK Board and FCA regulator interaction.

The businesses which form part of SGIL are all related to either Prime Services or clearing for exchange-traded derivatives.

SGIL is classified as a Limited Activity Firm incorporated in the UK. The Treasurer operates within the framework of a firm which offers clearing and execution services to customers.

SGIL does not deal with, or for, Retail Clients (as defined by the 2004/39/EC Directive on markets in financial instruments). SGIL is a Swap Dealer registered with the U.S. Commodity Futures Trading Commission and the National Futures Association. 



Management of SGIL’s liquidity risk
Oversight of the firm’s Liquidity Risk Management Framework
Oversight of the firm’s ALM activities




• Prudent management of SGIL liquidity
• Representation of SGIL’s liquidity position to the FCA
• Participation in SGIL local governance (Finance, Asset & Liability committee, Client Asset Oversight committee and Risk, Co-Ordination and Control committee)
• Maintenance of SGIL’s regulatory Liquid Assets Buffer
• Responsibility for the firm’s Contingency Funding plan and Liquidity Stress Testing Methodology
• Oversight of regulatory liquidity stress-testing (47/48, LCR) and firm specific liquidity stress test outputs
• Oversight of daily CASS segregation of SGIL client money at approved banks 
• Management of Service Level Agreement with CCM department
• Responsibility for Volcker Rule and French Banking Law compliance
• Awareness of and adherence to SGIL internal policies 
• Responsibility to ensure compliance with FCA rules related to its underlying activity
• Responsibility to act with integrity and observe proper standards of market conduct
• Responsibility for managing, controlling and escalating liquidity risk
• Responsibility to ensure compliance with operational risk requirements
• The role holder must have unquestioned integrity, fitness and propriety




- Sound numerical ability, IT skills
- Very good knowledge of liquidity and market risks
- Very good knowledge of FCA regulatory framework applicable to liquidity and the firm’s underlying business
- Knowledge of Scarce Resource management & balance sheet accounting treatments

Work Experience


Similar role or Finance / ALM related role. 
Treasurer or Deputy Treasurer experience
Senior – Liquidity Management 


MBA or equivalent
